SRD has Psionics, so we should be good.
What he said.

Checking the ECS again, there is another race that, in theory, could be played with the 3/2/1 model, but which I think would not be desirable - Dolgrims, an LA +2 race.

But, they're insane a pretty evil anyway. ;)

I'd jump the gun at playing Living Eberron, but wouldn't have the resources to do much else.

I put in that I'd love to play. I'm stretched a little thin and applying for a big promotion so that time could dwindle more. That said I love Eberron and LEW and LS so I'd have to at least have one character. I'm of the mind the more to draw from the cooler and I have all Eberron books, but I understand that not everyone has them all and especially Judges and GMs would be severly handicapped. ECS and SRD plus any stuff fully posted with links on WotC's site would get my vote.

1) What would we name the campaign? I'm not fully certain, but I think Living Eberron is the name used by the RPGA, and even if not, it sounds a bit too official.

2) Where would the "base" be? Sharn? Stormreach? Possibly two bases, one in Sharn, one in Stormreach? (Base meaning the city/tavern where the adventurers start out. In Living Enworld, it is currently a tavern called the Red Dragon Inn, in the city of Orussus.)

3) Should evil characters be allowed?

4) What about subraces? Disallow all except the "powerful" subraces (drow, svirfneblin, duergar), meaning that they would not exist?

I would favor for that the palyer cannot do any kind of race. Eberron is not Ptolus, it isn't a melting pot of all book. It makes sense to limit things to stay in the spirit of the world.

1) How about Living Khyber then :D The good thing about Living Eberron is that it has name recognition. You could call it ENWorld's Living Eberron, as it is indeed our Living Eberron

2) We might consider allowing multiple bases, though that would of course dilute the possibility of characters being in the right one

3) Oh, definitely. Have you read Keith Baker's view of evil in Eberron? If not, it's an interesting read. He basically says that he hates the whole "Detect Evil solves the case because the evil guy did it", so he basically has very very few neutral characters. This allows evil to have strong shades of gray, and the evil guy might not be the one causing trouble. Case in point--the Karrnath vampire dude is totally Lawful Evil (though his loving wife is Chaotic Good) and he wants peace for the lands. But the Aundair queen is Neutral Good, and she wants to restart the Last War because she thinks people would have better lives under her rule. For a more mundane example, the greedy tavernkeeper is evil, even if he doesn't go around killing puppies and making undead. You can find a post of Hellcow saying this probably if you have search and it didn't get destroyed

4) I strongly suggest making Aerenal elves the elves from the MM with the Int boost and the Str penalty for added flavour, since it fits with them very well. At least that's what I've done. As for the others, I don't know. Maybe one of the other elves would be good for Valenar.

Well, for some races, there have been some really cool ideas for how to integrate them that made it into the official books--I believe they took the idea for elans as humans with imprisoned quori that can't get out from a messageboard, and it seems to fit with the flavour. I agree that we shouldn't randomly allow new race proposals to jump in, even if they were fun in LEW (like the katara).

For what its worth, I think we shouldn't assume things are set up just like LEW. LEW is the only persistant world I'm aware of that has an 'inn' where PCs can hang out between adventures. It can also be done where there are stickied threads listing PCs in search of adventure, and DMs who are recruiting.

This is a big project & I almost hate to see KO in charge - he's so crucial to LEW. It would really help to have a couple more people volunteer to put in some hours helping set the world up & such.
