All powers can be traced directly or indirectly to the comet in some form. Mutates (ala Spiderman and Sandman) become availible through super science.

The world should be consistent and well defined. RL world have the advantage to be already well detail. We just need to determine a point of separation between the RL and the Super World we want to create. Putting some restriction on the Origin, on powers that can be taken, ect... doesn't matter to me if it help to have a more interesting world. There is a lot of interesting concept to play, and one will be able to fit anywhere.

2) Nearly Unlimited (Restricted very little if any) An event not unlike 'The Millenium Comet' is fine as some kind of core symbolic event to herald the rise of the supers, but I don't feel that people should be forced to have ties directly to it. I'd like to think of the event as more of a popular scapegoat than an actual cause.
