PC villians, It worries me but It might be interesting down the road...

I think most of the evil characters in LEW just turn out to be rude anti-heroes ;)

To return to our subject, I would say that villain should be not permitted in the first time. Once the world would grow larger, we could open the possibility (just as Psionic have been restricted during a time in LEW).

I agree. To start I would think a fairly straightforward "PCs as good guys" approach is best. I also agree that the PCs should be part of an established "megagroup" of some kind. It will make it much easier to get adventures moving.

I've never delved into LEW because it's so huge and intimidating. I'd be very excited about getting in on the ground floor of this.
 

My preference for World Out-Look/Power Sources:

The Wake of the Comet, in the 1990s, the coming of Haley's comet brought about some rather astounding events. Whether it was the comet, which passed closer to earth then ever before, or if its just a coincidence, people started expressing superhuman abilities. The phenomenon was quickly labeled UGE (Unexplained Genetic Expression), because for some reason, scientific sounding acronyms reassure people, even if they are totally meaningless. From the very start, there were those with powers that prefered to benifit from them at other people's expense, and that group has grown as more and more people develop powers.

Just as there are those that use their powers to take what they want, there are others who use their powers selflessly for the good of others. In the 1990s these heros worked ainly solo, though there were exceptions, but since then, there have been a number of situations that have arisen to force the heros to band together to protect the populace from super-powered criminals, and even mother nature. These crisis became more and more frequent as the number of villians have increased over time. After a particularly violent and deadly episode, some of the most famous heros created a permanent team to deal with the rising menace. That was almost 5 years ago, since then, they have expanded their roster.




My preference for the framework of super heros in the city would be:

JLU (or whatever name)
Founders/Senior Members:
The founders created the league, they are the examples that heros try to live up to, they make the major decisions for the league, they give out the assignments to the members. When working with other members of the league, they are mainly in the mentoring role as their power level would place them above the rank and file. NPCs for Storytellers to use to bring the character's into the plot, and for use in meta-plot changing events.

Members:
These are the mid-level heros, they are competent, with a bit of experience, they are the ones that go out and get things down. These would be the PCs, they are at the power level of the campaign world. They are assigned the missions, they go out and beat the bad guys, they are the ones down in the trenches so to speak. They have some say in the major decisions of the team, in that all members can give input on the major decisions, but they are left out of the day to day decision making for the most part.

Provisional Members:
These are the heros just coming into their powers, the ones who aren't sure of themselves yet, or simply don't have enough experience to be counted among the other members, after a period of working within the team, they are promoted to full members, and join the ranks of those depended on to keep the city/country/world/whatever safe. They'd start off at a lower PL, but with PPs being rewarded for play, they would make it up to the campaign PL eventually, at which point they'd be full members. Think Robin as he was working himself up to Nightwing, when he became Nightwing he'd be a full member.
 

I'm interested in the whole thing, but not sure on the implementation (The whole mechanics of the Persistant World paradigm never quite penetrated my thick skull, and are still somewhat puzzling).

However, I did want to point out and encourage you all with the fact (as I'm sure some of you know), games like this are up and running in real time right now. Superhero MUSHes are all this kind of play, including the Mutants and Masterminds-based Crucible City.

I've run a few of them and played on most, and things like Secret ID time, Player Villains, and mixed tones tend to work quite well if the people involved let them. :)
 

Got an idea for the world:

After the second genesis (Term use to talk about the apparition of the first heroes/villain), many humans start to fear what could become of the world. That bring the subject to the UN. When the new secertary have been elected in the UN, trhe secretary offer a speech about the new generation (term for heroes/villain). He present himself, to the general surprise, as one of that new generation. He suggested to recruit people of the new generation to help protect the world peace, a group under UN supervision. It took time to make the UN accept it, and it is only after the first terrorism act by a men of the new generation that the UN finally accepted to create such group.

All starting player would be member of that group, some being permanent member, others being freelancer. Being member of the UN, people can come from anywhere, almost no discrimination, ect...

If that idea is kept, here we have our first Super-Charisma guy...

I like your idea, but just so you know Haley's comet based earth in 1986. (It also returns every 75 to 76 years so it would make for a large gap of time with no superpowers...

Also I'm not sure a comet's passing should be enough... Alot of the population would be super. (If you've read Rising Stars I wouldn't be to above about stilling the idea of being an unborn child at the time of passage. Maybe even limiting to how developed the child was, like being between 8 weeks and 10 weeks or so.)

Well the UN would certainly try to be involved, though I also get the feeling that numerous countries would try to form their own teams also... The above celestial event would also eradiate most of the world too so a UN team would work out...

Of course we would need a damn good reason why the heroes would work for the UN and not just go solo.
