Further, we can assume for sake of argument, that they celebrated their birthdays together (i.e., they are both in the same location).

Actually, they were born on either side of the leap year day. Tom was born first, on March 1st. Then, by some conveyance or method, they crossed the international date line during the birthing, and Bob was born on February 28th.

On leap years, their "birthdays" are separated by a full day, in the opposite direction of their actual ages.
