I think I've got it! How many months go by during a lunar cycle? It may not be the right answer, but I think it fits.

I will call this correct since I believe PC is thinking properly but typing backwards. It lunar cycles per month not month's per lunar cycle what is being turned are the pages of a calander (assuming a normal monthly calander).

Oh, I think explaining it as base 3 makes perfects sense. It may not be what you were thinking of, but it is right. That's also what I immediately thought when I saw it. 2 + 2 = 11, in base 3.
 


Im rounding off at 2 decimal places....

1/9 = .11

9/9 = 1

1 = .99

1 + 1 = 2

.99 + .99 = 2

2 + 2 = 4

1.98 + 1.98 !=4

It's a stretch, but I'm tired and it's the best I can do right now.
