Might I suggest The Raiders of Galath's Roost by Skip Williams?  It's hobgoblins instead of goblins - but you can either change that with a simple rewrite or keep it as hobgoblins, as you prefer.
It is designed to start at first and bring the party to third level. I've run it in modified form and its a very decent adventure, some sneaking, puzzle solving, a great bluff scene to penetrate the hobgoblin's lair, nice maps - just an all around great starting adventure. It's set in the FR but you can take out the Zentarim stuff and easily convert it to generic if that is your object.
Lots of plot hooks if you need it to go elsewhere.
Raiders of Galath's Roost appears in Issue #87 of Dungeon and is written by Skip Williams. Skip's writing is kind of dry but his crunch is immaculate and the plot and base layouts always make sense and are internally consistent.
A goblin adventure for third level appeared in Dungeon #119 by Chris West - it is called Unfamiliar Ground. I have not done much more than skim it however.
My recommendation is Galath's Roost though. It's exactly what you are looking for. There are a few other ENWorlders who have run it as well and when it comes up in discussions the consensus is that this one is one of the best starting adventures Dungeon has ever published.
