Looking for a monster

For the next adventure, I am looking for some low-CR creature (CR 6 or lower) which looks exactly like a human (or other core race) or can disguise as it 24 hours/day, and yet definitely be an evil monster. At first, I thought of either Imp or Quasit. But I want something a little bit serious and stronger. Do you guys have any good idea?

Lycantrhopes can be good. But I prefer some more smart types as it is going to be a tricky encounter.

Regarding Skulk, they does not look like human, right?

And other races are not naturally evil.

doppelgangers used to be CE IIRC, but are currently neutral.

Have you looked at the Changelings from the Eberron Campaign Setting?

They're the results of interbreeding between dopplegangers and human stock, similar in many respects to aasimar or tieflings.

They have a minor version of a doppleganger's ability to assume numerous humanoid forms, and many use this to become consummate spies and assassins.

You could go with an evil doppleganger/changling. They're USUALLY neutral. Green hag might be an option. (Disguise self at will.) Barghest is a good option if goblins are a PC race in your game. Yuanti purebloods often disguise themselves as humans, but their disguise is mundane. (Better in the event of detect magic.) Githyanki/Tieflings may fit the same category. Human enough for a simple disguise to work. Just add a few class levels to any of these to bump their CRs if necessary. Or you can give a hat of disguise to something.

Fey'ri from Races of Faerun. Basically a +2 LA crossbreed of demons and elves. Get Alter Self at will.

Succubus is only CR 7... is that too high?

You could always give the imp/quasit class levels.
