If you take a look at Masque of the Red Death, it has some interesting ways you can use just aout any humanoid like that. They're called Masques. They're basically templates to make any creature fit into human society.

You could also give any old intelligent critter a hat of disguise. At 1,800 gp, it fits in with Encounter levels 5-6.
