Ah! That is a good idea. So with CL 17+ the healer can bypass SR27 automatically. Then Kobold Adept 18 (CR 15) can be a good option.

Edit: I have checked the CA and it says "Prerequisite: Ability to cast arcane spells or use spell-like abilities." So no adept nor other divine healers. Hmm...

A kobold can use the draconic rite of passage from race of the dragon, to gain a single 1st lvl spell like ability per day, which should be enough to allow the feat.

Good point! That should work. Or maybe Insightful　feat from Complete Arcane.

Kobold Adept seems to be a good option indeed then. It is likely to be associated with dragons. It can cast Heal. And it can cast both defensive spells (Invisibility, Mirror Image) and some moderate offensive spells (Lightning Bolt). And much simpler than a cleric.

If it is an NPC, why the need to be constrained by the rules? If the adventure calls for a firebreathing, acid-proof donught, why do we need published rules to tell us how to implement it?
