Low powered supers

I'd like to toss in a reccomendation for Blood and Vigilance; a point-buy system that fits very easily with d20 Modern and can be easily customized from gritty low-powered supers to everbody-is-superman games. I've played it several times and love it, we have a side campaign that mixes BnV supers with WW2 action and it's darn good fun.

I think the thing I like about Darwin's World 2 for a low powered supers would be that it's feat based... By necessity, if it's going to be in with a regular campaign, it would pretty much keep the powers low.
I can see, however, that any of the supers based games (4 Color to Fantasy, Blood and Vigilance, M&M) could easily be scaled down for the powers to relatively fit with an otherwise "normal" campaign... If you just want the heroes to be a little larger than life...
