Frukathka - if the M&M setting is fairly low-powered, then yes. Haven is very down-and-dirty... it's like playing Grand Theft Auto Vice City in 2004, without the car-jacking and the cheat codes.

Tell me more about the crunchy side of things. New feats and advanced classes and such?
 

Background: What part of the city you are from gives a list of preferred occupations - if you have one of those occupations, you get an extra skill, wealth or reputation bonus from the occupation's relevant list. The background also gives you a bonus feat froma list, and you can use that list whenever you receive a bonus feat during character advancement.

New occupations:
Gambler, Occultist, Politico, Urban

New Advanced Classes:
Thug, Cleaner, Organization Brains, Organization Muscle

New Feats:
30 Feats

Disadvantages - if they appear in play during a game, you gain bonus XP for a CR equal to the 'level' of the disadvantage.

Organizations - special talent trees for the various organizations.

In all, the rules go from pages 47 through 86 - the PDF has 94 pages including covers.

I have to say The Little Black Drug Book really impressed me, and it got me interested in seeing what Haven: City of Violence is all about. See my RPGNow comments for more. I could really see from The Little Black Drug Book that Haven is Louis's great passion, and that passion really comes through as evidenced by the quality of that book.

I do have some questions for Louis or other fans of Haven: City of Violence, if you don't mind me asking here.

1. Is there any FX in this setting - magic, psionic/psychic abilities?
2. Any element of the supernatural, like the undead?
3. Are the other d20 Modern Advanced classes published by Devil's Workshop considered to be core classes for the Haven: City of Violence setting?

Hellhound did a pretty good job... only thing I'd add is that the Organization Brans and Muscle classes are really about a dozen classes.

What I did with those classes, to represent Haven's many organizations, was to give each organization several Brains talent trees, Muscle talent trees, a Brains bonus feat list and a Muscle bonus feat list.

So every organization is represented with only the two classes.

I just want to say...

Can I get a map?

There's no map provided to position this fictional city in the greater scheme of things, so I'm guessing it's supposed to just drop into a real world map?

Problems arise from this, if you'll excuse the quote from pages 8 & 9:
"Haven is one of the most populous cities in the eastern seaboard of the United States. In addition to Haven’s large population, it also boasts the third largest seaport in the nation. Haven resides directly on the eastern coast of the United States next to the Atlantic Ocean, roughly 45 miles north of the city of Baltimore."

Roughly 45 miles north of Baltimore puts you between York and Harrisburg in PA, which is nearly 100 miles west of the Atlantic shoreline.

Or does it mean the point on the Atlantic seaboard occupied by haven is roughly 45 miles north of Baltimore's latitude? If so, that just about drops Haven on top of the existing real world city of Tom's River, NJ. Admittedly, Tom's River is abnormally crime-prone for a town its size, but it is hardly inspiration for the likes of Haven...

If Haven really is supposed to be on the Atlantic shores and is actually supposed to be 45 miles north of Baltimore, then where's the backstory to explain what happened to the thousands of square miles of land that used to be east of it?

Another troublesome issue for me is the city's size. 760 square miles in size is a square just over 27.5 miles to a side. Is it really supposed to be that large? It is titanic compared to other northeastern port cities; Philadelphia measures 136 sq miles, Boston is 48 sq miles, Baltimore is 81 sq miles, and NYC is 321 sq miles. Also, Haven's population density is 7,105 people per square mile (5.4 million in 760 sq. m.), compared to NYC's 25,234 people per square mile (8.1 million in 321 sq. m.). Even Philadelphia is more dense at 15,441 people per sq. m. (2.1 million in 136 sq. m.). Statistically, the population density is too pleasant for a place being called "city of violence".
