Can I get a map?
There's no map provided to position this fictional city in the greater scheme of things, so I'm guessing it's supposed to just drop into a real world map?
Problems arise from this, if you'll excuse the quote from pages 8 & 9:
"Haven is one of the most populous cities in the eastern seaboard of the United States. In addition to Haven’s large population, it also boasts the third largest seaport in the nation. Haven resides directly on the eastern coast of the United States next to the Atlantic Ocean, roughly 45 miles north of the city of Baltimore."
Roughly 45 miles north of Baltimore puts you between York and Harrisburg in PA, which is nearly 100 miles west of the Atlantic shoreline.
Or does it mean the point on the Atlantic seaboard occupied by haven is roughly 45 miles north of Baltimore's latitude? If so, that just about drops Haven on top of the existing real world city of Tom's River, NJ. Admittedly, Tom's River is abnormally crime-prone for a town its size, but it is hardly inspiration for the likes of Haven...
If Haven really is supposed to be on the Atlantic shores and is actually supposed to be 45 miles north of Baltimore, then where's the backstory to explain what happened to the thousands of square miles of land that used to be east of it?
Another troublesome issue for me is the city's size. 760 square miles in size is a square just over 27.5 miles to a side. Is it really supposed to be that large? It is titanic compared to other northeastern port cities; Philadelphia measures 136 sq miles, Boston is 48 sq miles, Baltimore is 81 sq miles, and NYC is 321 sq miles. Also, Haven's population density is 7,105 people per square mile (5.4 million in 760 sq. m.), compared to NYC's 25,234 people per square mile (8.1 million in 321 sq. m.). Even Philadelphia is more dense at 15,441 people per sq. m. (2.1 million in 136 sq. m.). Statistically, the population density is too pleasant for a place being called "city of violence".
