I think everyone was running into the settlement.
Here's some some more info about the settlement:
Imagine a "american western" styled fort (or even a Spanish styled mission complex).
The entire "settlement" is between 500 to 600 feet in length/width with the majority of it being empty space that is used for the square and what probably could be described as being a series of parade ground or courtyards. Except for three buildings, every building is small and narrow making this settlement seem to be more of a gateway/trade hub for the much larger settlement on the mesa.
The square is literally on the opposite side of the gate, meaning that the crucifix is actually within 150 feet from the bridge.
