From what I have read so far... it is okay to make +1 flaming arrows. It would cost 8K for 50 of them, and they would be +1/+1+1d6.

Is this correct?

I realize it would make more 'sense' to enchant the bow, I am just wondering if it is legal to enchant the arrows, and if the cost is right.

Seems to be the right price.

And yes you can enchant arrows and/or the bow. The enhancement bonuses do not stack however. But if the bow was a frost bow firing flaming arrows then the arrows (assuming both arrows and bow were +1) would be +1/+1 + 1d6 (fire) and +1d6 (frost).

IMO things like bane work best on arrows where most other enchantments work best on the bow. Note that for non-epic items the max +10 enhancment bonus (total, +5 straight up) applies to both arrows and bows. What I mean is that it would be possible to end up with +20 in total enhancements if stacked correctly between the bow and the arrows. I haven't seen anything to say that the limit applies to the combination of items (bow and arrows) but only to an individual item (bow or arrow).
 

Almost. The enchantment costs 8k. The 50 masterwork arrows would cost 302.5 gp (1 gp per 20 arrows, + 6 gp per arrow for masterwork; 50 masterwork arrows cost: Arrows (50/20) * 1 gp + Masterwork 6 gp * 50) for a total cost of 8,302.5 gp for 50 +1 flaming arrows, If I am remembering correctly. It may just be 350 gp for 50 masterwork arrows, though, as I could be wrong.

However, while at first glance it seems to make more sense simply to enchant the bow, consider:

You can split 50 arrows up between five people, and have everyone firing +1 Flaming arrows for 10 rounds. You can't do that with one bow. Sure, the arrows run out, while the bow doesn't (well... it runs out of mundane arrows, but those are cheap), but it's a trade-off to consider.

You can use +1 Flaming arrows with a +5 Bow, and shoot like you had +5 Flaming arrows, at a cost of 50,375 (Bow) + 8,302.5 (arrows) = 58,677.5 while a +5 Flaming bow would cost you 72,375 gp. Again, you will run out of your magic arrows (eventually), while investing in a bow will likely give a better long-term return on your investment (unless your DM has a habit of Sundering or Disjunctioning your stuff)

In the extreme, you can use a +5 Holy Speed Bow (+10 equivalent, 200,375 gp) with +1 Brillian Energy arrows (+5 equivalent; 50,302.5 gp) to get +5 Holy Speed Brilliant Energy hits (+14 equivalent) with non-epic rules.
 

Correct - forgot the MW component of the arrows and the fact taht they use the hot dog buns and hot dogs system of computing these things (e.g., buns come in packages of 12 while hot dogs come in packages of 8 - go figure).

And Jack, I am thinking something similar. That you could make arrows, and sell them to folks that can only afford a few. (ie level 3 adventures)

I may also allow the arrows to only have the flaming without the need for the +1. I am aware of the balance concerns, but with my group, I don't think it will become an issue.

Thus buying a few flaming arrows for 50-75gp each shouldn't unbalance anything. (especially since they will miss a lot at this level anyway. :) )
