If a two weapon fighter has buckler strapped to his arm but is not actively using it, he does/does not get the associated magic defences from the Buckler.
For example, if a Ranger has +1 Heavy Fortification Buckler and is attacking with both weapons and he gets criticaled (sp?) does magic buckler protect him?

I would say it doesn't since the ranger is not using the +1 to add to his AC.
