Magic Item Creation Rules

There are rules for creating magic items in the SRD...and when it comes to intelligent ones, it references that section. That section doesn;t tell you how to create them as a player though, just how to roll them up as a DM. Does anyone know if rules for creating your own intelligent items exist somewhere?

Also, does anyone know what the rules for reducing the cost of a magic item by restricting it's use (skill-based, elf-only, must have spellcraft skill) are? It's in a sidebar in the DMG, but not in the SRD. (Are you down with OPP?)

I don't think Pcs are supposed to make intelligent weapons.

As for reducing the cost, it's 20% if the item requires a skill, and 30% is a specific class or alignment has to use it. Nothing for specific race.

I don't know about the SRD (I never looked for it there) but it's in the DMG. They show you how to price it up.

If the item requires a specific class or alignment, you get a 30% price reduction.

Requiring a specific skill is a 10% discount. If, however, the skill is one that many of the classes don't get, such as Scry, the discount is 20%.

Can you make it something that is patron-god-only? Also, I don't get why it can't be race-specific if some of the races (half-orc, half-ef) make an effort to say that they can use magic items of their parent race, i.e. half-elves can use elven items and racially-specific items, etc
 

It'd be up to your DM for diety specific or race specific. Personally, I think the percentages should be smaller. A 30% reduction is huge.
 

Be careful about allowing your players to use restrictions to lower the price of magic items. When players make their own items, they are rarely disadvantaged by restrictions. If the party wizard makes an item only usable by wizards, how is that a disadvantage? Depending on the item, it may actually be an advantage, since an opponent is less likely to be able to take the item and use it against the party. The skill requirement discount makes some sense, though.

Usually, you don't have to worry about it.

As opposed to a player purchasing or finding the exact item he wanted? That doesn't make any sense. What difference does it make if a player makes and item with a restriction as opposed to purchasing or finding an item with a restriction? It's the same either way.

Because nobody else in the party can use it. Take this for example: Use-Activated, unlimited charges, Heal. That would cost roughly 132,000gp. Now, if only the cleric can use it, it's only 92,400gp. Why? Because it's no good at all to the rest of the party. When he sells it, that's all he'll get for it too.

Unless the opponent is also a Cleric. But, you're also saying that I pay more for an item so that someone can steal it? Nah. ;)
