Magic Item Upgrade Pricing

I have been unable to find clear rules regarding magic item upgrade pricing in the DMG. I was wondering if there are any official rules that cover this? If not, what are you doing in your campaign?

According to table 8.3 on page 180 of the DMG +1 armor has an added cost of 1,000 gp. According to the same table +2 armor has an added cost of 4,000 gp. If a player has a set of +1 armor and wants to upgrade it to +2 what is the cost? Is it 4,000 gp as specified in the chart or is it 3,000 gp because it already has the +1 enchantment?
