Ring of Feather Falling, definitely, in case you fall off the mount. Always useful to acquire some barding for a mount to increase its AC. A Masterwork Military Saddle is useful to stay in the saddle as well. Otherwise it really depends on what your character is, what you intend to do, etc. You might want to look at ranged attacks and items that fire from range such as wands, since you can spend most of your time out of range of critters on the ground. Also, you might want to invest in a few of the mounted feats, such as Spirited Charge, Mounted Combat, Mounted Archery etc.

The whip lasts no longer than 1 hour.
Moderate conjuration; CL 12th; Craft Wondrous Item, major creation; Price 50 gp (anchor), 300 gp (bird), 200 gp (fan), 450 gp (swan boat), 400 gp (tree), 500 gp (whip).

Basically, a one-use, relatively cheap item that has a particular spell effect.

There's actually feather fall tokens in the Eberron book Sharn: City of Towers. They're cheap, and are meant as safety measures in the even someone falls off of a walkway or elevator.
 

normally making items for animals seem to always get the 30% off discount. Going by this I think that a few items are in order:

Displacement item (50% misschance..mmm)
resistance item (+5 to all saves)
spell turning (you dont want your mount dominated)

With these 3 things your mount is very well protected from most of the big bad things out there ;)

Especially if your mount is a special mount (which hopefully it is, animal companion or otherwise the extra boosts are a must).

All of that would likely be around 121k in gp however, along with you needing to spend a couple of 'tricks' to make them know how to use them. But, it tends to be better than the alternative!

Hrm. I'm not sure I'd allow this in my game. It makes the Ring of Featherfalling rather pointless, since you can get the same "insurance" at a much cheaper price. Not sure how much that bothers me, though.

As for the question, first, what character class is the rider? That will make a difference in the kinds of items that could be useful.

In general:

* Ring of Featherfalling to prevent a nasty accident. A second one for the mount. Remember, Tanglefoot bags are cheap. They have a short range, so you won't usually have to worry about grounded foes hitting you with them, but they're nasty in an aerial battle between flying foes.

* A Battle Bridle from, I believe, Magic of Faerun. It provides a +10 bonus to ride checks on the animal, and free use of the Mounted Combat feat. If you have Mounted Combat, it allows free use of the Ride-By Attack feat.

* A masterwork saddle. You don't want to fall out of the saddle, period. I rule that this can also be enchanted later as an animal item slot. So you could start enchanting it as a "Saddle of Resistance" for instance, to buff up your mount's saves. You'd have to check with your own DM about this, of course.

* Barding. You'll need to be careful about this. A flying mount can only carry aloft its light load. If it is pushed into a medium load, you're grounded. So you need to look at your own character's weight first, then determine how much weight you have to work with. Fill up most of that weight with barding. If you're a paladin, Golden Barding, from the Complete Divine, is a nice way to get your mount barding. 1st-level paladin spell that provides force barding for your mount at 1 hour/level. A Heward's Handy Haversack can also be a nice way to cut down your own weight so you can spend more weight on better barding.

ahhh... no wonder I couldn't find a feather fall token in the SRD. I was confused by this, as well.
