Levitate doesn't allow a will save. The creature must be willing, so no, I don't think it could be pulled off.

Sure. Nothing about the spell requires physical actions, eg flapping your arms or anything. You would look a bit silly, though, as you'd effectively be a flying statue.

Now the fire wings spell in OA, on the other hand....
