I allow it on one arrow. I don't think the distinction between weapon and ammunition works with this spell, because Greater Magic Weapon affects ammunition as well, not just weapons. It is greater because it can affect up to 50 per spell and bestow an enhancement bonus higher than +1.
 

Considering how a crossbow bolt has to be Blessed to kill a Rakshasa, and the only way to Bless a crossbow bolt is to cast Magic weapon or GMW from a cleric, I'd say Yes, it can be applied to ammo.

about arrows for melee, if you buy arrows in packs of fifty, couldn't you buy one arrow for one 50th the cost, making a +10 arrow 2000 gold?? that'd be a pretty good melee weapon.
Or do you have to buy them in 50s, this has been argued over and over in my group.

Sure, but what you end up with is weapon for 2,000gp that is effectively +1 to hit and +5 to damage (barring any weird weapon enhancements like bane and what not).

It's like the hot dogs come in packs of 6 and the buns in paclks of eight.

Quivers hold 20 arrows, but you can only buy arrows 50 at a time.
 

I don't see how it'd only have a +1 to hit and +5 to damage. The +5 goes to both damage and hitting.

Of course, I would think the arrow has a chance of breaking. Ever try to stab some syrofoam with an arrow, and NOT break it when pulling it out?

Also, arrows are sold in quivers, and each quiver holds 20. It's under the arrow description in the PH.

You suffer a -4 penalty to hit because it wasn't designed to be used as a weapon.

Arrows that hit their target automatically break.
