Clearly the answer is to first preemptively topple your own government, then make sure the new administration knows it was you and you can do it to them too. Then just make an agreement with them to look the other way, not to keep tabs on you and to prevent foreign powers from doing so.

A thought occurred to me as I made that initial post.

What if…every major extinction on the planet was due to some being who gained extraordinary powers and lost their temper, killing in a fit of blind rage. Then they spent the next few million years trying to atone…until they did it again.

The last time they acted out like this, they reined it in a bit, and only caused The Great Flood.*

hmmm... with superman like powers, I'd come up with a robot costume in the short term. when I wasn't compulsively saving people I'd dig up some gold, Gems etc, cash them in play the stock market. I could absorb ridicoulous amounts of data and could do trades faster than any supercomputer on earth. ]Eventually I could buy enough money to build out a large organization to help the governments of the world gather data. Then I'd use that data to cover my activities as much as possible and to get a better feel for what's going on in the world. Eventually I'd be superman with a lexcorp industrial complex to leverage for my compulsive do good behavior and to protect me and my loved ones.

I believe DC went have had series where the investigated what if's?

In one of those (Injustice?) they actually do kill Louis and Superman basically wreaks revenge and destroys that governments and takes over the world.

Only an idiot would do something to someone's family if that person had the power of Superman and was already working for them.

I think most governments would try a different form of control than threats. If a manager tried to threaten the Superman, then Supes would probably report them after refusing to do whatever they asked, and that manager would be fired post-haste as NO one in their right mind wants an enemy of that type of power.

Instead, they'd try to control them as Agencies in Russia and China have always tried to control assets that are not truly their assets.

The easiest is to make a love interest for that Superman. Have the Love interest (spouse even, and their family too) be agents of the Government. That makes it far easier to control them than threats.
