make ALL attack powers "daily"

This sounds prudent. For simplicity sake, staying within the core mechanics will minimize unforseen consequences.

Using this method, the standard powers remain on the character sheet fully useful and ready for when the players feel comfortable trying out more advanced game mechanics.

I'm going to propose this to the players. Thank you very much for the suggestion!

Page 42 of the DMG suggests the GM's best friend rule...ie... yes, imaginative uses of basic attacks probably should get that +2, you aren't diverging far at all :D pretty much still playing RAW, just emphasizing things so your players are comfortable. (If they start coming up with imaginative uses for the at-wills or other powers I cant really think that will be a bad thing either.)
