Marked Advantage?

"Marking" seems quite common and while the Classes have their advantages described, most monsters have not.

Does anyone know if there is some default effect from "marked"?

Here are two Monsters who have the ability to mark but no description of it's advantage...

Flail (standard; at-will) • Weapon +7 vs. AC; 1d10+4 damage, the target is slowed until the end of the hobgoblin soldier’s next turn, and the target is marked until the end of the hobgoblin soldier’s next turn.

Formation Strike (standard; at-will) • Weapon Requires Flail; +7 vs. AC; 1d10+4 damage, and the hobgoblin soldier shifts one square provided it ends in a space adjacent to another hobgoblin.

Hobgoblin Resilience (immediate reaction, when a hobgoblin suffers an effect a save can end; encounter) The hobgoblin soldier makes an immediate save against the effect. Phalanx Soldier The hobgoblin soldier gains a +2 bonus to AC while at least one hobgoblin ally is adjacent to it

Crossbow (standard; at-will) • Weapon Range 15/30; +7 vs. AC 1d8+1 damage

At a guess, I'd say there is a generic 'marked' condition, maybe 'Target suffers a -2 if they attack any other target' or the like, with other powers building on that.
 



How you mark your target is spelled out in each mark. For the Fighter, you have to hit. For most monsters, it says in their description that they have to hit. But for the Paladin, its an automatic thing for at least one of his marks, since that one is magic instead of physical.
 

Consistency would imply that you only mark on a hit, else all the other ", and" effects would also happen on a miss (knocking someone prone with an attack that missed is silly).

Bold mine. This seems to imply that you can mark your opponent regardless of whether you hit or not.
 

Does marking an opponent also mean that the opponent can no longer safely shift away without proving an attack of opportunity? Or is that some kind of additional Fighter power over and above marking.
