Math on low-roll wins vs blackjack...

Which brings up another question. Are crits 1 or 20 in a high roll system? I'm assuming crits still beat regular successes.
In Delta Green - which is a percentile blackjack system - criticals are any doubles. Successes if you roll under your skill, failures over. That's a bit of a wrinkle in a blackjack system, and requires buy in as to the frequency of them happening. But it is pretty simple and elegant.

Is that another BRP system? I seem to recall hearing that the latest version of Call of Cthulhu uses that same crit mechanic.

Yes, Delta Green is BRP-based. CoC 7e, however, still has critical success on a 01 and critical failures on 96-100 or 100, depending on your skill value (it also has Hard Success on rolling below half your skill value and Extreme Success on rolling below a fifth of your skill value.).

Side note: I seem to remember that Eclipse Phase also has critical successes on doubles, but I haven't look at those rules in quite a while.

Troubleshooters has crits on doubles. Might that be it?

Note that in Troubleshooters, a critical success (or "success with Good Karma") does not necessarily beat an ordinary success if the roll is lower.
Monopoly crits on doubles. The other players are so stunned by it, you get another move. Do it too many times in a row, however, and the DM throws you in jail...

I think WFRP4E does crits on doubles. I haven’t looked at the rules in years, so could be wrong.

It does. It also has a weaker "special" result that happens when you succeed on a 33 or better or a 66 or better (its very much a "roll under your skill but as high as you can" kind of game).
