Max. speed allowed; and 'tattoo' weapon?

Two questions for your feedback, please...

1. What would you estimate the bonus cost equivalent of this weapon ability to be?: The item can become a tattoo on the character's body (usually the forearm) at will by slapping it into place. It can only be removed from the same location.

2. Have you put upper speed limits on characters? I'm looking at a psionic/monk who keeps taking the Speed of Thought psion feat (at least three times already). Combined with the Spring Attack feat, this guy can zip in and out of a fight without ever being touched. Some games and GMs set maxima on this sort of thing; I thought I'd check with you guys.

1/10th the market price of the weapon in question. In addition, it would gain one of the following features, chosen at the time of creation: +1 to damage, +2 to save DCs, +2 caster level, or 1d6 fire damage to anyone that attempts to wield it except for the tatooed character.

I'd give this a +2 adjustment. Reason being, it is a little to powerful for a mere +1. Yet, if the character were wearing Bracers (for example) he would have a hard time retrieving these weapons. So no Bracers of X for him.

I personally wouldn't put a limit on it. He is giving up many other feats for this. It has been a long time since I read the PsiHB, but I think you need a certain amount of power points in reserve to keep the +10 movement to speed. Make sure he has sufficient power points to maintain these feats.
 

Would it make a difference if I told you the tattoo surface area is equivalent to the size (widest surface facing) of the item itself? In other words, a thin rapier tattoo would simply snake up the arm and across the shoulder, taking up very little skin room, but a broad axe would take up a lot more space. The process of removing or placing the tattooed item on the body isn't any more complicated (it is magic, after all), but the tattoo does become much more obvious and limit the potential for other similar body markings.

So far, I see a value of 1/10th the market price, and/or a +2 bonus equivalent. Anyone else, please?
 


You have two other options that are at your disposal for price comparison:

Glove of Storing, which is a lot better and the assassin spell that does exactly what you describe except that the tattoo is small and I believe on the hand. I don't remember the assassin spell level or its source (IDHMBWM) but I want to say it was from MoF and was 1st level. Given the price of the glove or a permanent woundrous item that stored a 1st level spell usable at will I would suggest having a base price added to the weapon and not bother with counting the ability as a weapon ability. OA provides a host of examples of doing this.

Compairing to a glove of storing I'd say even making it a +1 bonus on the weapon would be too high. Should be a new psionic tatoo or a universal item, and I'd price it around the cost of a glove, though I think something that's relevent to cost: is it a feee / standard / move equivelent actoin to remove the item? How does quickdraw affect this?

If they took speed of thought 3 times he'd need at least 17 PP in reserve to use it, quite a bit for a psy warrior throughout the mid levels. Remember that spring attack only allows you to avoid AoOs from the creature you attack, so zipping "in and out of fights" might be strong wording. Also he's limiting himself from being able to full attack. Really there shouldn't be anything wrong with this, and while mobility it useful if he had spent his feats and PP on making himself more resilliant he'd most likely be getting a better bonus (or using a reach weapon with stand still to stop others from advancing on him).
