No and no.

Maximize Lightning Bolt is a 6th level spell.

Maximize is a +3 metamagic. You'd require a 6th level slot. Answering the question I think you're trying to ask, all you need is the 6th level slot. Even if you've used all your 3rd level slots, you could still cast a maximized lightening bolt (assuming you had a 6th level slot left).
