Mechanic to increase use of Magical Item Dailies

Yeah you can. It's under milestones - after every two encounters, you pass a milestone and gain an action point and another magic item daily.

I'm pretty sure that means that your total allotment of Item Daily Uses increases by one. Not that it resets any used Items...

I.e.

Daily uses: 1. Cloak of Fancy and Bracers of Monkey uses: 1 between them.
Cloak of Fancy used. Daily uses total left 0. Cloak uses left 0.
Milestone. Daily uses: back to 1
Bracers of Monkey used. Daily uses left: 0. Cloak uses: 0. Bracers uses:0.

No, milestones don't allow you to use the same item again, they allow you to use another item.

Your correction is still missing the point. The question is not "what do the rules currently say about the use of daily item powers?" but rather "without thoroughly breaking the game, how might I go about increasing the number of daily magic item power uses my players have, particularly given that I plan to give them more than the usual number of magic items?"

I don't think it would be too awful to let them use 1/encounter and then treat the extra uses at paragon and epic tiers as freebie uses regardless of if you've already used a power in an encounter once or twice a day respectively.

The OP already knows about using milestones as an extra item daily; he said so in the original post. He wants more still, which is why I actually suggested some mechanics on how this might be achievable without just letting it be free. Sorry if I misinterpreted your post, but you were quoting regarding re-using individual items, which was not what the OP was after.
 

Here's a house rule I'm probably switching to, which has the desired effect at low tier (while also preventing some cheesiness of using an item's daily then swapping in another type of item)

Daily Item Usage tracking
Replace the usual Daily power limitations on items with
'Using a daily item power prevents the use of any other magic item in that item slot until you take an extended rest.' and'Using an encounter item power prevents the use of any other magic item in that slot until you take a short rest.'

Example: A level 4 character with a Frost weapon, Dwarven Plate, and a Cloak of Resistance can usually use 1 of their dailies, plus an additional 1 at each milestone. Under these rules, they could use all 3 of them, but they could not acquire additional dwarven suits of armor to swap into for extra healing surges.

Why: Mostly for player sanity. Preventing someone from carrying a dozen suits of dwarven armor in a bag to get extra surges is good, but making people track the powers is somewhat annoying and can lead to players favoring passive equipment bonuses rather than more interesting power uses.
 

In the daily magic item use rules, scratch out the part where it says "milestone", replace with "encounter" and you're set to go for being able to use items twice as often.

However, if you save your item uses in early encounters, you can item nova in a late encounter. To prevent this, it may be advisable to place a limit of allowing at most two item daily powers per encounter.
