Everything went black, until I came to days later, only to find myself surrounded by grizzly mutilated corpses and covered in flies, maggots and a sickening gore that was the only remains of my peers and some of the other participants of that dark rite, that had become a carnal slaughter house. I do not know what happened for sure, but the authorities claim I became processed by Asmodeus and proceeded to slaughter everything within arms reach, I don’t remember any of that, but I am very certain that I lost my soul that night. I lost everything that night, my family, my home and my dignity, as I was forced to flee in disgrace as a hunted and wanted fugitive for what I had taken part in. All the cults’ promises were false and empty. I have no power or wealth of my own, save that which I have gained through my own hard fought efforts and the dark grace of Shevarash the Black Archer. The only thing that the cult left me with was this mark of Asmodeus burned into my flesh. My only desire now is for vengeance, to see the cult and its lies wiped out and perhaps to even destroy Asmodeus, at any cost. I have already lost everything including my soul, what more do I have to lose, and only vengeance to gain."
Build Goals:
When I saw the picture above, after having read the Followed a cult background and Devil’s Pawn Theme, and the Prince of Hell Epic Destiny, I got inspired and thought they would mesh well with a Blackguard. I want to make this a workable dual axe wielding build that uses the above Background, Theme and Epic Destiny and is as Optimized as possible.

Discussion:
The ability Score distribution is key for this build, a 24 point spread is used in the group I play with, so Strength gets cranked up as high as it can go (9 out of 24 points), for an 16 before racial modifiers, because just about everything you do depends on that ability score, including your attack rolls, damage rolls, and your Fortitude defense. Constitution and Dexterity get 3 points each (for 6 of 24 points) to set them up for future feat requirements. Charisma being the Secondary stat gets the remaining (9 of 24 points) and needs to start high and keep high at all times. It determines the damage from all your Striker features, as well as your encounter power Dread Smite.
One priority is to increase the accuracy of your attacks, if you don’t hit you can’t cause any carnage, pain and mayhem so you pick up axe expertise, and a little boost to your damage when you do hit from weapon focus (axe).
On the subject of powers, being Human gets you a nice toy to play with, in the form of
Ardent strike: buying back the Paladin's native Defender role in one fell swoop if you take this. If you hit with it, you Divine Sanction the enemy, landing a mark complete with its own no-action punishment mechanic and even some feat support on its own. And even better, you can charge with it, so it's compatible with most of the DPR optimization tricks therein! For this build, this is about as perfect a marriage of the Striker and Defender roles imaginable.
We also pick up the following attacks automatically with this build,
Dominator’s Strike: It's exactly a STR-primary/CHA-secondary copy of Bolstering Strike. Which is decent enough when you want a some extra survivability in the form of THPs in a pinch.
Dread Smite: The initial damage, a scaling amount plus your Charisma modifier, happens hit or miss, and then on top of that, if you hit with the triggering attack, it deals a scaling amount of ongoing damage, save ends. Oh, did I mention the damage is cold and necrotic? The cold part, in particular is very important, since because of the way resistances work, it masks the fact that necrotic is commonly resisted.
Vengeance Strike: gives you a power bonus to damage that increases the more enemies surround you. The increasing damage buff effect is reminiscent of the increasing attack buff effect of the O-Paladin and Cavalier power Valiant Strike.

For two THP-granting powers per encounter straight out of the box, from Vice’s Reward. A full complement of magic items to buff your damage and defenses, as well as have a trick to make it easier to charge and keep yourself from having a bad day.

By taking the Deadly Draw feat we can net you constant combat advantage by at-will sliding the enemy via Ardent Strike + Commanding Vow, for some great fun.

At this level, the Knightly Intercession power is an immediate interrupt daily for what is still a common trigger is still what it is, in which you take the hit for an ally under attack, then pull the offender to you and attack him. If it hits, the enemy is Sanctioned for the rest of the encounter. The only weakness is that the attack does nothing on a miss, but it's an off action, so you can't complain too much. At this level, all are stats are boosted by 1 and we pick up the Ranger paragon path Blade Dancer, for some increased duel weapon viability with defensive outlook, and features that are pretty solid, though, as are the powers, with a awesome Encounter attack power as the highlight. The paragon Path kicks off with a great immediate interrupt encounter attack power that triggers a duel weapon attack that if both attacks are successful weakens the enemy that triggered it. On the item front we pick a bonus to Fortitude with the opportunity to spend more healing surges if you need to, in the Diamond Cincture, and a slight augmentation to the cold damage our weapons can inflict with cold attacks in a pair of Siberys Shard of Merciless Cold.

We also pick up the remaining piece of the PermaFrost combo, Dread Smite + Lasting Frost + Winter Touched equals an enemy struck by a melee weapon attack takes 12 cold, necrotic damage with an ongoing 10 cold, necrotic damage (save ends), and gain 5 vulnerable cold and grants CA advantage for being vulnerable to cold, combined with the Ardent Strike for a little extra ouch due to the deadly draw and commanding vow combo (ker-pow). At this level we pick up the Exhalted Retribution daily for a, Hit or miss damage capability, that threatens the enemy you targeted with this one with a souped-up OA if it makes an attack at all, against either you or your ally. With other melee support nearby (or a wall), you can force a highly damaging extra attack for a nova sequence. Too bad the enemy can save against this, but you're going to get the opportunity for at least one extra attack out of this regardless of that fact. This gives us a workable nova option out of the box. On the item front we grab the awesome +2 item bonus to speed, and ability to shift half your speed at-will from Sandals of Avandra, and the ability to use Charisma to determine number of healing surges instead of Constitution, from the Ring of Tenacious Will. "What do I know of the cult of Asmodeous you ask!, well listen closely sonny!, and I will tell you. I grew up as a member of one of the numerous broods of minor noble children in the great city of Waterdeep. I craved wealth, power and prestige amongst my peers, and so I joined a cult that promised me all those things. I was one of many like minded dupes and peers looking for a quick and easy way influence our own futures to our best advantage with as little effort as possible, who joined the cult. Most of us, myself included, never took the cult really seriously, and considered it a bit of a lark chanting mumble jumbo and hob knobbing with other upwardly ambitious folk. Then late one night after receiving a summons from the cult priests, I joined a secret gathering, who had all been especially summoned to attend a rite, and everything changed. We were all led to a vile alter and made to swear even more vile oaths, before the dark priests began the dark rite. My memory of the following events is dark and clouded, however I remember the alter and the area surrounding it beginning to glow with a dark cold fire, and then a dark blast screaming directly at me from the alter. Everything went black, until I came to days later, only to find myself surrounded by grizzly mutilated corpses and covered in flies, maggots and a sickening gore that was the only remains of my peers and some of the other participants of that dark rite, that had become a carnal slaughter house. I do not know what happened for sure, but the authorities claim I became processed by Asmodeus and proceeded to slaughter everything within arms reach, I don’t remember any of that, but I am very certain that I lost my soul that night. I lost everything that night, my family, my home and my dignity, as I was forced to flee in disgrace as a hunted and wanted fugitive for what I had taken part in. All the cults’ promises were false and empty. I have no power or wealth of my own, save that which I have gained through my own hard fought efforts and the dark grace of Shevarash the Black Archer. The only thing that the cult left me with was this mark of Asmodeus burned into my flesh. My only desire now is for vengeance, to see the cult and its lies wiped out and perhaps to even destroy Asmodeus, at any cost. I have already lost everything including my soul, what more do I have to lose, and only vengeance to gain."
Build Goals:
When I saw the picture above, after having read the Followed a cult background and Devil’s Pawn Theme, and the Prince of Hell Epic Destiny, I got inspired and thought they would mesh well with a Blackguard. I want to make this a workable dual axe wielding build that uses the above Background, Theme and Epic Destiny and is as Optimized as possible.

Discussion:
The ability Score distribution is key for this build, a 24 point spread is used in the group I play with, so Strength gets cranked up as high as it can go (9 out of 24 points), for an 16 before racial modifiers, because just about everything you do depends on that ability score, including your attack rolls, damage rolls, and your Fortitude defense. Constitution and Dexterity get 3 points each (for 6 of 24 points) to set them up for future feat requirements. Charisma being the Secondary stat gets the remaining (9 of 24 points) and needs to start high and keep high at all times. It determines the damage from all your Striker features, as well as your encounter power Dread Smite.
One priority is to increase the accuracy of your attacks, if you don’t hit you can’t cause any carnage, pain and mayhem so you pick up axe expertise, and a little boost to your damage when you do hit from weapon focus (axe).
On the subject of powers, being Human gets you a nice toy to play with, in the form of
Ardent strike: buying back the Paladin's native Defender role in one fell swoop if you take this. If you hit with it, you Divine Sanction the enemy, landing a mark complete with its own no-action punishment mechanic and even some feat support on its own. And even better, you can charge with it, so it's compatible with most of the DPR optimization tricks therein! For this build, this is about as perfect a marriage of the Striker and Defender roles imaginable.
We also pick up the following attacks automatically with this build,
Dominator’s Strike: It's exactly a STR-primary/CHA-secondary copy of Bolstering Strike. Which is decent enough when you want a some extra survivability in the form of THPs in a pinch.
Dread Smite: The initial damage, a scaling amount plus your Charisma modifier, happens hit or miss, and then on top of that, if you hit with the triggering attack, it deals a scaling amount of ongoing damage, save ends. Oh, did I mention the damage is cold and necrotic? The cold part, in particular is very important, since because of the way resistances work, it masks the fact that necrotic is commonly resisted.
Vengeance Strike: gives you a power bonus to damage that increases the more enemies surround you. The increasing damage buff effect is reminiscent of the increasing attack buff effect of the O-Paladin and Cavalier power Valiant Strike.

For two THP-granting powers per encounter straight out of the box, from Vice’s Reward. A full complement of magic items to buff your damage and defenses, as well as have a trick to make it easier to charge and keep yourself from having a bad day.

At this level, all are stats are boosted by 1 and we pick up the Ranger paragon path Blade Dancer, for some increased duel weapon viability with defensive outlook, and features that are pretty solid, though, as are the powers, with a awesome Encounter attack power as the highlight. The paragon Path kicks off with a great immediate interrupt encounter attack power that triggers a duel weapon attack that if both attacks are successful weakens the enemy that triggered it. On the item front we pick a bonus to Fortitude with the opportunity to spend more healing surges if you need to, in the Diamond Cincture, and a slight augmentation to the cold damage our weapons can inflict with cold attacks in a pair of Siberys Shard of Merciless Cold.

At this level we obtain the Avatar of Slaughter power which replaces the Frenzying Smite power, and promptly swap it for the Ranger’s Blade Cascade power, which gives us up to five alternating main-hand and off-hand attacks for some truly wicked duel weapon potential. On the item front we upgrade both our main-hand and off-hand weapons, and the ability to preroll 3 d20’s for later use as a daily, and to use one roll stored as an encounter for an attack roll, this could be quite handy.

At this level we get decent damage, 3 attack power, with a 3 square shift between each attack for half damage on a miss, not bad . We also pick up the remaining piece of the PermaFrost combo, Dread Smite + Lasting Frost + Winter Touched equals an enemy struck by a melee weapon attack takes 12 cold, necrotic damage with an ongoing 10 cold, necrotic damage (save ends), and gain 5 vulnerable cold and grants CA advantage for being vulnerable to cold, combined with the Ardent Strike for a little extra ouch due to the deadly draw and commanding vow combo (ker-pow). What an At-will. On the item front we pick up a boost to our fortitude defence with the upgrade to the Belt of Vim (Paragon).

At this level we pick up the Exhalted Retribution daily for a, Hit or miss damage capability, that threatens the enemy you targeted with this one with a souped-up OA if it makes an attack at all, against either you or your ally. With other melee support nearby (or a wall), you can force a highly damaging extra attack for a nova sequence. Too bad the enemy can save against this, but you're going to get the opportunity for at least one extra attack out of this regardless of that fact. This gives us a workable nova option out of the box. On the item front we grab the awesome +2 item bonus to speed, and ability to shift half your speed at-will from Sandals of Avandra, and the ability to use Charisma to determine number of healing surges instead of Constitution, from the Ring of Tenacious Will. Discussion:
At this level we get our final daily power that grtants an encounter-long buff that makes you deal extra CHA-mod necrotic damage on all attacks, gain THPs when you hit and even gives you a 1-in-3 chance to recharge Dread Smite if you run out of uses. Not bad. At this point we get the final upgrade to our main-hand weapon, and a boost to our mellee damage by ugrading our arm slot.
