Odyssey seems low magic in this sense. The casters are more like 2/3 casters. Where 5e has slot 3 spells at level 5, Odyssey only makes them available at level 8.

In a 5e setting with a low magic feel, ban the fullcasters, and use Rangers and Paladins, plus various subclasses, as the "mages" of the setting. They will still be balanced for their level. The setting assumes that everyone has training in physical combat as part of the cultural ethos.

Agreed, as a rough baseline if I ever decide to work on my own variant, I will merge Fighter and Barbarian, Rogue and Ranger, and remove most of their magic abilities, these are supposed to be the martials. Cleric will be replaced by the Paladin and Wizard by the abandoned 2024 UA Warlock. Cap at level 14 or so and spell level 5, tweak from there.

I view Tolkien Gandalf as a defacto D&D Paladin.

Reflavoring goes a long a way. If necessary create a Paladin oath that supplies a specific spell that is desirable for the flavor. (My writeup for a D&D Gandalf is a Paladin that gains Flamestrike at the high tier from the standard Devotion Oath.) Using Charisma to spellcast is no problem. Gandalf never uses spellbooks anyway (plus all of his other Paladinesque facts).

Rangers and Paladins can handle all of the tropes of the full casters: Wizard, Sorcerer, Warlock, Bard, Druid, and Cleric.

Also, I forgot about the Artificer, which is only a part caster, that is suitable for a low magic setting. It can convey some of the academic creator aspects of Wizard flavor.

I feel a low magic setting is easy. Effortlessly sculpt away the 5e options that are less suitable for a low magic feel.
