Take one from the other pacts.

There is no pact restrictions for powers, though you will tend to naturally select those that fit your pact due to primary abilities and special effects.

Infernal Pact each loves Dire Radiance (Star Pact).

Star Pact (if based on Cha) loves Eyebite, or (if based on Con) loves Hellish rebuke.

Fey Pact... yeah. Don't be Human.

It's just that if you are a human fey pact warlock, your third at-will power will have to be constitution based, which makes it less useful than the other two.

Commonly, the warlock wants to increase the primary ability (Con or Cha) plus intelligence which would tend to make the CON based at-will less and less useful as you level up if you are fey pact.

This is a situation that will eventually be fixed when there is a wider variety of powers.

For the moment, I'd just ask the DM if Dire Radiance couldn't use charisma instead of constitutions. It makes just as much sense and can be re-fluffed as 'Unearthly beauty' or something like that.

I think that's a wonderful idea. Star Warlocks use con and charisma depending on what powers they pick, but there at will is always con based. This gives them the option, and makes perfect sense.

I don't think it would be particularly unbalancing. It would give the Cha-based Star Pact warlocks a second useful at-will power beyond their Eldritch Bolt, in addition to giving human Fae Pact warlocks a good 3rd at-will power to take.

A good house rule, as far as I'm concerned.
