The MENTAT Serum was developed in the early 1980s by Dr. Nikita Shvedov of the Soviet military as a way to even things with the Americans during the Cold War. The initial test subject (and shining success) was a young military analyst by the name of Fedor Gasanov (aka Kongming). The MENTAT Serum heightened Gasanov's temporal and logical sense to an acute degree, allowing him to hyper-analyze a given situation to the extent he appears to be precognitive (though he does not detect as psionic in any way).
Injection with the MENTAT Serum gives the recipient access to the Super-Intelligence, Super-Wisdom, Super-Charisma, Precognition, and Combat Sense powers at their power rank.
