I was going to point out the laogical flaws here, but Barsoomcore already did it better than I probably could.

Modern characters can take a while to build, but I wouldn't have it any other way. I've yet to see a system so flexible and that can support literally any non-FX concept I can come up with.

As for Alternity, it was generic. You didn't have to use it for science fiction. I've used it successfully for a campaign set 300 years in the past; about the only difference were equipment, and you couldn't use skills like Computer Science.

I highly reccomend the modern character generator available on RPGObject's site. I had to put together a d20M game for a one shot a few weeks ago on short notice, and the generator saved me a LOT of time. While not quite as useful as a full-fledged character management program, I think it was $10 well spent.

Alas, what works for one person doesn't work for another. Picking skills is IME the single longest part of creating a D20 Modern character, and there is no character generator that can do that for me - not without an AI program, which is a bit much for 2005.

The rest of character gen is really fast for me.

D20M is decent, but I wouldn't be that bold -- unless you mean d20 products only.

Beyond d20, there are several games that support flexible non-FX design. GURPS comes to mind along with a host of other games. (I mentioned my fave a few post back.)

The RPGO generator will randomly allocate skill ranks if you want it to, for fast n' furious chargen on the fly.

And, of course, for NPCs, you can just say "has skills appropriate to being a haberdasher, generally at +5" if you want to keep the game rolling along. :)
