A/state is an interesting city that could be adapted for Modern/Victorian Horror (http://www.contestedground.co.uk/astint.html).

I have been sslloowwllyy converting Expedition to Castle Ravenloft to Spycraft 2.0, changing the setting to WWII - the team is comprised of U.S. operatives parachuted into the borderland between Russia and Germany to find out what has the Ahnenerbe so excited. They find that the Reiche has struck a deal with one of the old blood nobles of the area, offering him rank in their armed forces in return for his 'special' services - Generaloberst Strahd vonZarovitch Graff Barovia....

I was just mentioning that today, on the Spycraft forums at Crafty Games....
