modified ring of flight

Ok so I have a PC that realy was ticked at this item

Ring of Flying Level 20
Paragon Ring 125,000 gp
Property: You take no damage from a fall.
Daily Power: Minor Action. Gain a fly speed equal to your speed for your turn.
special: If you’ve reached at least one milestone today, this lasts 2 turns instead.

to appease his sense of...whatever...we all agreed to call it the ring of feather fall since in his opionon (Stated loudly and often) this is not a ring of flight. Now to try to get things back on track we want to try to make a real flying ring more to his liking, and I am looking for some opionions on this for what level/ price we are looking at:

Ring of Flying Level 26
epic Ring 1,125,000 gp
Property: You take no damage from a fall.
Property: You gain +5 on all Athletic and acrobatic checks to jump or tumble
Daily Power: Standard action. Gain Overland flight (as per mm) for 30 minites
Encounter Power: Minor Action. Gain a fly speed equal to your speed for your turn.
Sustain minor: You may sustain this flight for up to 5 rounds.

do you think this is balanced? do you think it will feel more like a ring of flyinh?

Tumble is a Rogue utility power in 4e.... other than that, it looks OK. It is an EPIC level item after all.

I'd compare whatever you've made to a flying carpet, as that's the only way to get sustained flight from an item in 4E.

Effectively that's 'For a minor action each turn I can fly all the time'... which is honestly probably too much.

I think you'd be better off making the daily be the flight with sustain, and the overland flight can be more accessible.

Another route to make it easier is to make it Clumsy flight, which is a lot more balanced for PC use.
