The same applies if you are unarmored but with an extremely high Dex. It is possible that you dodged my attack, but it is also quite possible that I did indeed hit you, though I could only manage slapping the flat of my blade against you, and you dodged so quickly, the effect was negligable.

Reread PHB p133, "Striking the Cover instead of a missed target".

It's fairly clear that a miss due to a Dex bonus or Dodge bonus results in no contact whatsoever.

Armor bonuses, Natural Armor Bonuses, and Cover bonuses to AC work by getting between the attack and the soft squishy bits of the target. All other bonuses to AC work by having the attack and the target not make contact at all.

Mohrg tongues

Another way to explain the touch attack of the mohrg tongue is to say the tongue exudes a negative energy field that only needs to get close to have the paralytic effect. Coming within an inch is enough so clothes, armor, and shields do not help.

The problem with the normal attack route is what is the AC of someone in full eskimo parka suit versus a loin cloth for this normal attack. Wouldn't scale mail cover exposed flesh as well as full plate? The D&D system is not really set up for only touching exposed skin.
