The d20 License specifically requires that the book state explicitly that it DOES require the use of a WOTC core rulebook (either the Player's Handbook, DMG, or d20 Modern or some combination thereof).
Frankly I don't know what they are doing in that release. Maybe they are pushing the boundaries of a press release like Clark Peterson did-- just after Valterra's interesting press release regarding the BoEF...?
I would be impressed if that were the case, but I think it is more likely we will see some rapid backpedalling (especially regarding the Cyberpunk trademark, unless they intend to challenge that as well).

The book is obviously not being released under the d20STL, only the OGL. That much is plain from the fact that it says you only need the one book to play. Therefore they can call it a Core Rulebook and not claim the need for a WotC book. What is less clear is whether they can use "d20". Wizards trademarked "d20 System", not just d20. It's probably a grey area, one that more than a few people seem to be wandering into (see AEG's Warlords of the Accordlands website).
As for the Cyberpunk trademark, that term might be easier to challenge, as its not like R. Talsorian coined it, they just took it as their own to describe a game using conventions of a genre already called cyberpunk. Frankly, I have always hated companies that do that sort of thing, if you didn't come up with it, don't try to corral it off.
