iirc they are in Oriental Adventures for the newer version of the game.

edit: quick google search shows them to be in Shining South on the shadow.wizards.com site

There's also the wakyambi elves from Nyambe. They're Medium-sized, but have a Climb speed (IIRC), fur, a tail, and are LA +0 (with a +2 Cha modifier, to boot).
 

There is a "Brachiation" feat in complete adventurer that makes you good at climbing and moving through the forest. That one seems perfect for your concept here.

Climb speed? Hell that's easy. Give it to them AND give them like a +5 bonus on climb checks. Goodness knows the gnomes of the Glamganjus in the Scarred Lands have that. (I have considered tweaking it to allow them a climb speed) I mean it's not like they can leviate at will or something. Climb speeds on a +0 LA isn't that huge in my book. I mean if they are water, where the heck are they gonna climb to?! ;)
