The new 3.5e monster writeups -- used in the Fiend Folio -- make this clearer. There's an Attack line, and a Full Attack line; the Attack line is what they can do as a Standard Action.

FWIW, every monster I can think of in the FF has only one entry in the Attack line, even the ones whose primary weapons are "2 Claws". I expect MM 3.5e will be the same (with certain possible exceptions -- hydras, ettins, etc.).

My point was that AT LEAST the answer will be as official as you can get. That SHOULD put an end to the debate, yes? Even if it wrong:p

It will not put an end to the debate, as the Sage can be and often is wrong. I think its just that he answers so many questions that he occasionally answers without fully considering the implications. That or its the more common theory around here, that he has a crack problem.
 

Here's a quote written by the Sage in the Official Main FAQ, v040403, p. 34:

How do attacks work for monsters with two primary attacks, such as a bear? The first attack listed is supposed to be the primary and the bear’s first is 2 claws +6 melee...

The basics of monster attacks are explained in the Attacks section of the introduction to the Monster Manual (page 7). A bear, or any other creature, has to use the full attack action to get more than one attack in a round... If both claws were part of single attack, the attack entry would read “claws +6 melee” as they do for the raven. (See page 201 of the Monster Manual.)

(Actually, after the first--and only--email I sent them, I'd suggest an English-language grammar primer. I'm fine with bogus rules, as long as they are comprehensible. My response to a question like "Is A X or Y?" was something like, "Yes, because <something unrelated to A, X, and Y>")
