With a 3 Int, I wouldn't be having them use PA at all...

Really? Why?

I can imagine them not using PA with mathematical precision (so no "Optimal PA Charts," which, by the way, I hate with a passion anyway), but not using it at all?

There's a reason PA has only a Strength requirement, and not an Intelligence requirement.

Actually, I'd agree with shilsen and maybe use it for every attack. But when you're talking about animal-level of intelligence, making that level of distinction between attacks is a little out there, IMO. A great white shark doesn't have a lesser attack and a greater attack. It's all or nothing. But heh, whatever floats your boat.

What about orc and half-orc Barbarians? They might have a 3 Int.
Heck, some elves or humans probably have a 3 Int, for that matter.
