Monsters that have been degraded over time that need fixing

What about as an option? A rule for how to de-level could be useful for a lot of stuff, not just level draining monsters.

I think they're a bit whacked out, but theres something to be said for monsters that the players consider worse than lethal...

Nope. I am fine with Ability Damage (or applying penalties to hit points and rolls). Level and XP, in my opinion, should just be used to determine when you gain new stuff.

I was never a big fan of carrot-face trolls, so I kinda like 4E's... just, maybe in my imagination, they should be slim.
 



we need good ol Strahd style vampires. Vamps used to just need their fists to ruin a PC. A vamp with a weapon was the exception not the rule.

*Shrug*. The "level-eating slap-fighter" model of the vampire was one of the things I was happiest to see gone in 4E. I don't mind them having the unarmed attack, but adding level drain to it . . . sorry, but it's the bite of the vampire that should be feared, not the punch or slap. :)

I have no idea what the logic is behind the demons and devils HD in MM1. It is really interesting that some lower level demons have more HD than a balor. The arch devils seem to have more HP than the demon lords. Maybe it has something to do with their being fewer arch devils than demon lords and they need to be tougher. It is kinda cool that they could make a lower HD demon or devil more powerful than the higher HD but lower ranked kind.
