monsters using their own treasure

Can monsters use potions and wands from the random bunch of stuff you roll up from their treasure.
Does that affect their CR if they do or is that calculated in?

i'd almost consider it mandatory that they do, otherwise, why are they going to be hauling around incredibly beneficial items, yet not using them?

however, you may want to have them not abuse the treasure - no lone goblin drinking 1500gp in potions before the battle, dying in two rounds, and then docking the party a like amount from their winnings.

Yeah treasure is scarce enough as it is. I would probably supplement whatever treasure they used with gold of equal value. This may not be standard but it sucks to have a harder monster and less value derived from it.
