Hang on a moment... I don't know much about those two prestige classes, but how are you ending up with full BAB for all 13 levels? If anything, the max BAB you should have is +12 assuming Shou Disciple and Shintao Monk have fighter BAB (since the first Monk level would give you a +0). Is there something I'm missing?

Oh, and BTW, I made a character build as a joke a while back that managed to get 20 attacks per round. It involved a level of Monk, a level of Whirling Frenzy Barbarian, Two-Weapon Fighting, and of course the Dervish prestige class... and lots of other cheese I can't remember at the moment. The reason I made it as a joke was because I mentioned that I never roll natural 20s on attack rolls, and somehow it occured to me that if I got 20 attacks a round, I'd statistically HAVE to get a natural 20 EVERY ROUND! It made sense in my head.

The Whirl wind feat would also make your attacks triple (b/c your hitting multiple people in a single attack), if you were fighting more than one person at a time.

Erm... no.

Whirlwind attack is a full-round action to use, and you forfeit any additional attacks (such as cleave) when making it. So the best you could do is hit eight opponents with a non-reach melee weapon, and that's assuming there's eight opponents immediately around you. With a reach weapon, you could hit more, but again, that's assuming you're surrounded by a billion people.

UltimaGabe is correct; unless you've got something else going on, the BAB progression is this:

monk +0= 0
monk +1= 1
monk +1= 2
fighter +1= 3
fighter +1= 4
shou +1= 5
shou +1= 6
shou +1= 7
shou +1= 8
shou +1= 9
shintao +0= 9
shintao +1=10
shintao +1=11

So, BAB of 11

EDIT: Edit my Edit, I now see that shintao does stack as of Dragon 318 and that you aren't using martial in your attacks, just flurry and TWF, so just knock everything down 2 since it starts at 11, not 13 which drops your top attack to 9, which is what a level 13 monk has anyway, though not as many attacks

Alternatively, you can do:
monk4/fighter1/shou disciple 4/shintao monk3/exotic weapons expert 1
and choose Twin Exotic Weapon Fighting for your stunt, which will reduce the TWF penalty to -1/-1 and give you 10/10/10/10/5/0 10/5/0 with your haste and no martial flurry, provided you've got a pair of exotic weapons

Personally, I'd grab a set of butterfly swords since the monk's already proficient (per OA), they slash in case I want to move into dervish and they're decent, thematic monk weapons
