More undead shenanigans...

To do with controlling undead....

By my reading of the passge (and bear with me, I'm at work without the PHB) Controlling undead is ruled by the same rule as destroying undead. The HD of the undead that you can destroy cannot be more than half of the clerics level.

In the next sentence the PHB tells us that an evil (neutral) priest can control undead with more HD than he has levels....

Is there an easy explanation for this that I've missed? Perhaps to do with the "turning" roll giving a modifier?

If I recall, he can control a single undead creature with more HD then he has levels. There are probably some other restrictions that I can't recall at the moment.

An evil priest (or a neutral priest of an evil deity) can command half his level in undead HD.

If the priest wants to control more, he may, but he can only command 1 undead, and must maintain concentration (as a spell) in order to keep the control.
