How about a mapping contest... Grey Dwarf, via the Geography thread, develops the guidelines for what Mor's End and Enheim should include.

Sample guidelines for Enheim
--Swamps exist to the south of the city.
--Farmland is to the north of the city.
--Sheep herders are in the hills
--There are small fishing and farming communities throughout Enheim
--There is an island in the middle of the lake
--The lake is 120 miles long and 50 miles wide.
--Check preliminary map for guidance

This way Grey Dwarf retains the ministership, but the mapping gets done by someone else.

What do you think?

I don't know. Not many ppl are graphically inclined. Or would have the time. When things are formalised perhaps I'll submit a newspiece asking for volunteers.

I'm going to post the first of a series of NPC Contests. Here is what the first post will look like...

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Hail and Well Met, EN Worlders! The EN World City Project would like you to join us in the creation of Mor’s End. More specifically, we need your interesting NPCs to people the bustling streets of Mor’s End.
Mor's End is a city-state on the edge of civilization. The city serves as a caravan hub. As such, it has become a melting pot of diverse cultures, races and ideas. Mor’s End has a wealth of natural resources. From the sapphires that are found in the Mor River to the silk produced from the tendrils of the Silk Fish of Lake Enoria.
Being out on the edge of civilization presents Mor’s End with unique challenges. The lands to the south of the city are filled with danger. Several humanoid raids have come from there… especially the swamps just south of the city.
In keeping with the Iron DM, Iron NPC, and Ceramic DM traditions of the EN World Messageboards we will be holding a series of contests to develop the inhabitants of Mor’s End. This is the first of that series. Here are the ground rules for this contest.
CR: 0 – 2
Race: Must be from PHB
4 Ingredients will be provided. At least one ingredient will be a common phrase. Example:
Key Phrase: “Beggars can’t be choosers”
Other Ingredients: a scarlet feather, a circle of trees, “Bury the hatchet”
The ingredients should be used in the background of the NPC. The NPC should provide at least one plot hook for player characters to explore.
If you are interested in participating in the contest, please post to this thread. Once we have enough contestants we will start the contest.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Well that’s the basics of the contest. Let me know what you all think.

I’m thinking that we need a minimum of 4 contestants. Based on participation to previous Iron/Ceramic contests, I think we’ll probably get between 4 and 6 contestants.

There will be other contests focusing on different CR levels and other more esoteric things like monstrous inhabitants of Mor’s End.

Thanks to Ruavel with help on the ingredients list. We have some really good stuff.

Sounds good. You may want to add the racial mixture of the city, just so participants know what sort of environment their NPCs will be in.

Not sure we need a *contest* for such low-level NPCs, but I guess any extra bit publicity will help the Cause. And I guess we can always accept more than one entry in the end...

Here's an idea for a second contest: design the high-level reclusive elven mage who lives on the small island! We can use a couple different versions at different levels that DMs can swap in at will. Lowest level would be Wiz9 or equivalent. Only use PrC's that are publicly available (SRD or perhaps Netbook of Classes). Has to be reclusive (for maximal modularity), lives in a tower amid ancient ruins on a small island in the middle of the river.

Just one quick suggestion - maybe a contest for higher level PC's would be better. With the number of 0-2 level PC's in the city, what is the point of only selecting one? I'd keep the low-levels as an open-call process, and have people compete to make the city's highest level wizard, or a veteran paladin, not the best goat-herder.

Just my $0.02.

Actually... I haven't seen that much in the way of low level NPCs being created over in the Crafts & Trade or the NPC submission threads. Most folks are creating NPCs in the 3 to 8 level range... and some higher.

None are being created in the truly low range. I think the NPCs in the truly low range can provide great plot hooks. These are the powerless people that need the most help.

Overall, I'm shooting for a series of contests...

Contest 1 = CR 0 - 2
Contest 2 = CR 3 - 4
Contest 3 = CR 5 - 6
Contest 4 = CR 7 - 8
Contest 5 = CR 9+
Contest 6 = Monstrous
etc.

Initially, I thought about being a bit more restrictive by limiting each contest to a particular race or class, but I'm not sure if that's necessary. I think it is very likely that we will probably use more than the winning entry in the city.

I could, instead, start the contests top to bottom. I could start with the CR 9+ and work my way down.

That's a great idea. I'll add that to the contest post. :)

Having troubles with PCGen, so some of the stats i've posted are incomplete. Will resolve these when I have more time or get a more powerful computer.

Also, if you can, try to include skill ranks. They're invaluable when you're making adjustments. Lalato, remember to mention that in your contest. Invaluable when you're checking Skills to make sure there aren't mistakes.
