[Mor's End Discussion] Administration

There will be several optional parts to this as that will be what it takes to get this to where it easily intergrates into other peoples worlds, it won't be the first section that works that way. Keep it simple and modular and optional and it will work, if worlds have slavery in them then there has to be some mention of it here, if worlds don't have slavery in them then it has to be easily removed.

You guys obviously know your stuff on slavery but we need to get the whole Mor's End take on slavery down to a couple of paragraphs to start with.

(I will vote no on chattel slavery, with the history of the city involving freeing slaves from a evil empire, I see slavery in Mor's End to be frowned on and efforts would be made to make it as palatable to the public (the general public would not own slaves, too expensive) as possible. In the swamp that goes out the window, Orcs work captives till they die and then go capture new ones, that is the end all be all of the orc slavery model.

Archived what had been done in the Guards thread up till now. Feel free to continue posting there when ideas come up, I just wanted to clean up what we had down. Post any comments or changes people would like to see to archive there and we will see what we can do. I think most of it is pretty well nailed down.
 

How does this look for slavery regulations?

Mor's Capitulary on Slavery

In the name of the House of Erekh and the People of Mor's End, it is decreed that within Mor's End, slaves shall enjoy the rights befitting their status as dignified people. Furthermore, the owners of slaves shall have responsibilities towards their slaves to ensure their dignigied status and eventual manumission.

We decree that if a child is born to a slave, unless her husband is owned by the same person or family, the child shall be presumed free and not a slave.

We decree that from high noon until nightfall on the seventh day of every week, slaves shall not work for their masters and may occupy themselves in whatever pursuit they wish.

We decree that no owner of a slave may refuse to sell a slave if offered a reasonable purchase price if the purpose of the purchase is the manumission of the slave.

We decree that in the event of a dispute about purchase price, such a price shall be determined by our civic court based solely on the value of the slave, except in the event that the slave appreciates by more than a third again his value per year.

Mor's Capitulary on Courts

It is important that the courts of Mor's End are efficient in their operation and just in their decision.

We therefore decree that there be a limit of 1000 silver pennies or a year's salary (whichever is greater) on the purchase price of the office of judge and 440 silver pennies or a year's salary for the office of a clark.

We decree that in the interests of court independence, judges may fix an appearance fee each year to be charged to all persons initiating cases in the court.

We decree that all citizens of Mor's End and all other persons of good character residing within Mor's End shall have the right of recourse the the court a minimum of four times per year. This right includes those persons who are slaves, foundlings or otherwise indigent. Residents not of good character such as goblins and other creatures of the dark shall be received at the pleasure of the court.

We decree that all persons initiating proceedings before the court shall be fully literate and knowledgeable in court procedure or shall be represented by such a person. Indigent persons requiring representation shall be provided with such representation as they require.

We decree that save for those of ecclesiastical courts, the decisions of all courts may be appealed to the council of the city.

I also think removing the "we decree" might be better. Since Mor's End is an independent city-state I think they wouldn't be too formal.

Well, just divide by 10.

Of course, it raises one of my pet peeves... I suppose it would be against the spirit of portability to take Mor's End off the decimal system.

I also think removing the "we decree" might be better. Since Mor's End is an independent city-state I think they wouldn't be too formal.

"We decree" was chosen because it is informal. The language here is less formal than that of any government I have encountered. I'd be uncomfortable making the language any less formal; it's already vastly less formal than I'd make it if it were just my campaign.

"We" is superior language for the decree, fitting official language in many cases.

Recall of course that the existance of decrees does not mean they are enforced. In fact, for game purposes, we are best off assuming they frequently are not [giving us adventure possibilities of enforcing the decrees, or evading them]

Yes, it does...

Yes, but I found it unnecessary. Govt affairs might be the one deciding.. once his computer is fully back up. :D
