Hitman definately has a superpower.
Since his first appearance was during a yearly DC Annual crossover story which involved aliens biting you and "activating" your meta-gene (the DC universe version of the x-factor in mutants). Its been a long time, but I think he had x-ray vision of some sort.

Hitman had two powers. He also had telepathy.

I just remember him trying to get into the JLA and being turned down, only to say that it was worth it to see Wonder Woman with x-ray vision.
 


The Chessmen (a short lived Mavel series) I think they were just well trained mortals with gadgets. I think they were like a British SHIELD type organisation? Memory is a bit off on this one.

Union Jack - hmmmm... I'll have to dig out my old "Invaders" comic books for that one. I think he was the Great Brittan equiv. of Capt. America. Either a formula or by some artifact. I think there was an artifact if recall correctly. Some sort of mace/lantern looking thing.

Nick Fury. (He was subjected to the Infinity Formula, which prolonged his life, but he has no other powers beyond that).

Does Remo Williams count? (Marvel published two different comic books featuring him and Chiun - in which I still have both of them), and I've read about 90 percent of the novels. Wait, he's the embodiment of Shiva the Destroyer. Never mind.

Villians? Jigsaw (from Punisher) and Paladin (though, I think he's a good guy sometimes). Mandarian (he got his powers from his rings, but did he have anything else?)

The Patriot? Didn't he become US Agent? If it was him, he had his strength augmented by the Powerbroker or some villian per se.

You might be thinking of Captain Britain, who has powers.

The original WWI Union Jack was powerless [although he lived to be about 110, and that ain't bad.] His son had a version of Cap's super soldier serum, and later manifested electricity powers. The third and current Jack briefly possessed powers from the legendary Green Knight, but is now powerless.

Remo can do an awful lot of superhuman stuff as a result of sinanju training.

Paladin has superhuman strength. Mandarin is generally unpowered, relying on supersicence or magic or both.

John Walker was the Super-Patriot, then Captain America, then the U.S. Agent, and he does indeed have enhanced strength. Most recently, he's been passing himself off as Cap again.

But the Golden Age Patriot, Jeff Mace, became Cap in the late forties, was unpowered.

Did I mention Night Thrasher?

And don't forget the political enemies, often far more dangerous (or at least more difficult to defeat) than any city-wrecking super villain, such as Senator Kelly
