Book of the Righteous
Paranoia (pretty much any edition)
Ars Magica (along with several sourcebooks -- Faeries, Lion of the North, The Dragon & the Bear, etc.)
Nobilis
It Came From The Late, Late, Late Show
Pandemonium!
Primal Order
GURPS Goblins
GURPS Transhuman Space
Castle Falkenstein (and Comme Il Faut)
Trollpack (for RuneQuest)
Unknown Armies

rulebooks that I own that are rather less interesting to read

I'll second the Volo's series.

And add:

Midnight Campaign Setting
Hollowfaust
Kingdoms of Kalamar (though it admittedly required breaks)
Tome of Horrors 1 (For nostalgia value, certainly awesome)
The Monsternomicom looked interesting as well, though I've yet to purchase it
Dwarves Deep from 2e

Least:

Book of Exalted Deeds
Book of Vile Darkness
Arms and Equipment Guide (useful, but I didn't find it as fun a read as I would've thought)

That is why I qualified it. It is either amazing or amazingly boring and generally difficult to read for either. It had so much potential :(

I just got this last night - AWESOME! Best.Monster Book.Ever.

The fluff just drips off this book. Aside from the stats, every creature has some history as well as legends & lore, treasure that can be made from its body parts, and PLOT HOOKS!!! You get so many ideas just reading through the entries it's insane. This is new the standard for all monster books to come IMO.

As far as Shadowrun goes, the original Seattle Sourcebook is still my favorite.
