In college football, if you think of the BCS Title Game as a "championship," then the SEC has the most wins and the best record, at 3-0. If you look at bowl game victories before the BCS, you're likely to find that the SEC also has the best record. Over the long term, the SEC has beaten the Big Ten in head-to-head bowl game matchups.
It's really hard to define a "championship" in college football, or a "dominant" conference, since there's really no official title game in football as there is in other sports.
