moveing enchantments? Artificiers??

Are there any rules written that allow enchantments on one item to be moved to another one? Or will I need to go to House rules for this idea?

Basically, I'm looking for something that would allow say a pick +1 to become un magiucal and then a waraxe would become a +1 weapon. Bascially move the magic from one item to another.

I don't think artificers have the ability to move enchantments around as such. What they do have is an ability to drain the power in one item and use it to build another. This is represented by adding the drained item's XP cost to their craft reserve (which they can use instead of XP to make items).

They also have an infusion which allows them to take a Shield's shield bonus enhancement and shift it to an attack enhancement bonus, or take a weapon's attack and damage enhancement bonus and shift it to a bonus to AC (similar to the defending property).

I can't think of any "power transference" infusions at the moment, but they could certainly exist.

How do you think one would work?

Hmm... Here's the problem.

As a 1st-level Infusion, an Artificer can make any weapon +1 enhancement, using Magic Weapon.

As a 2nd-level Infusion, an Artificer can give any weapon a +1 equivalent (or 10K or less gp equivalent) special ability, using Lesser Weapon Augmentation.

As a 3rd-level Infusion, an Artificer can give any weapon a +1 or greater enhancement, using Greater Magic Weapon.

As a 4th-level Infusion, an Artificer can give any weapon a +3 equivalent (or 70K or less gp equivalent) special ability, using Weapon Augmentation.

As a 6th-level Infusion, an Artificer can give any weapon a +5 equivalent (or 200K or less gp equivalent) special ability, using Greater Weapon Augmentation.

There really aren't any holes in there to insert "Steal +1 from one weapon, give it to another."

I was thinking of their power to break down an existing magic item and "harvest the mojo" to be used in the enchantment of another item. They can do this, right?
