moveing enchantments? Artificiers??

Are there any rules written that allow enchantments on one item to be moved to another one? Or will I need to go to House rules for this idea?

Basically, I'm looking for something that would allow say a pick +1 to become un magiucal and then a waraxe would become a +1 weapon. Bascially move the magic from one item to another.

Way back in D&D1E my Magic User researched a spell called 'Transfer Enchantment'. I'll see if I can dig it up and post it here.
